Tech CU Executive Management Team

Kenneth D. Burns CCUE, CCE, CEO, President and Treasurer
Ken Burns was elected CEO, President and Treasurer of Technology Credit Union in 1995. Mr. Burns’ financial career spans a quarter century, from serving as an auditor with O’Rourke and Clark Accountancy Corp, now McGladrey and Pullen Accountancy Corp, to leading Bay Federal Credit Union as President and CEO.

Mr. Burns was elected to the Technology Board of Directors in 1995 and serves as the Secretary and Treasurer. He also served on the Board of Directors at WesCorp and Chaired the ALCO Committee. Mr. Burns’ industry designations include the Certified Credit Union Executive (CCUE) and Certified Chief Executive (CCE).


Steven Fisher, Executive Vice President and Executive Officer/CFO
Steven Fisher joined Technology Credit Union in 1996 as Vice President of Finance.  In May of 2001 Mr. Fisher was promoted to Executive Vice President & Executive Officer with overseeing the day-to-day operations of the credit union.  Mr. Fisher’s career spans a quarter century from serving as an auditor for KPMG Peat Marwick to senior financial positions in several large financial institutions.

Mr. Fisher is a member of the American Institute of Certified Public Accountants (AICPA) and holds a B.S. in Accounting and Economics, and an MBA in Finance.


Harold Roundtree, Senior Vice President, Member Services
Harold Roundtree is Senior Vice President of Member Services for Technology Credit Union. Mr. Roundtree oversees a large division of approximately 130 employees that includes Sales, Operations, Lending, Project Management and Corporate Facilities. During his tenure at Tech CU, Mr. Roundtree has introduced various projects, including Private Banking Services, that continue to set the Credit Union apart among its competitors.

Mr. Roundtree has spent his career in the financial services industry in various leadership roles, such as at World Savings as a Director within the Loan Services Division and First Interstate Bank as Vice President of Collections. He currently serves as Board Chairman for Consumer Credit Counseling Services of Ventura/Santa Clara Counties. Mr. Roundtree received his B.S. in Business Administration from California State University Hayward and a MBA from Golden Gate University in San Francisco, CA.


LeeAnne Giblin, Senior Vice President, Human Resources
LeeAnne Giblin joined Technology Credit Union in 2003. From the first days of her employment at Tech CU, Ms. Giblin was focused on creating programs that would make Tech CU a better work place. Among other things, Ms. Giblin introduced a structured and comprehensive employee appreciation program, has lead Tech CU’s Quality Service team, and initiated the installation of an employee gym and rec room.

Ms. Giblin holds a B.A. in English with a California Teaching Credential. After working in the telecom industry for 5 years, Ms. Giblin received a position in the financial services industry, where she has spent most of her career. Prior to coming to Tech CU, Ms. Giblin worked for Commonwealth Central Credit Union as the VP of HR.


Leslie Jeffries, Senior Vice President, Information Technologies
Leslie Jeffries joined Technology Credit Union in 2003, and was named Senior Vice President of Information Technology in the fall of 2004. Her staff’s recent projects include the upgrade of the TCU core processor, the development of the award winning Member Connect system, which integrates member facing systems into one application to provide faster quality service for our members, and a major upgrade of the TCU data center.  Her IT teams’ goals are to provide TCU members with the latest state-of-the art proven financial service technologies and to ensure member data security.

Prior to Tech CU, Ms. Jeffries worked at such hig- tech industry leaders as Apple Computer, Applied Materials, and 3Com Corporation.  She is a frequent speaker on topics such as Information Security, IT Balanced Scorecard, IT Applications Development and Project Management.  She is a member of the CUNA Technology Council and CUES.  She holds a B. S. in Business Administration, and the CIA and CISA certifications.


Michael Luckin, Senior Vice President, Delivery Systems
Since first joining Technology Credit Union in 1995, Mr. Luckin has advanced to his current position from the senior operations management level. Prior to joining Technology Credit Union, Mr. Luckin was Executive Director, Carson Valley Medical Center and Carson Valley Medical Group in Gardnerville, Nevada. Mr. Luckin has extensive experience in the financial services field as well, most notably through his 19-year long career at with Guarantee Financial Corporation in Fresno, California, the parent company of Guarantee Savings and Loan Association.

Mr. Luckin holds a degree in Business Administration and an MBA from Fresno State University. Michael continues to develop in-depth professional knowledge of technology and operations management and has graduated from the Stanford Executive Development Program as well as the CUES Management Institute Program – CMI designation. He also served on the CO-OP Network Advisory Committee. In 2003 he was named the CUES Technology Executive of the Year.
